Skip to main content. High School Equivalency Program. HEP Applicant Eligibility Criteria. Be at least 16 years old. Upon notification of acceptance into the program, students age of 18 must submit an age waiver from the last school district attended or from the local high school. Not be enrolled in high school. Not have a high school diploma or equivalent. Have qualifying work documentation or have an immediate family member with qualifying work*. WIA 167 Program (JTPA 402). OR. How Do I Apply?
