EMPOWERMENT THROUGH REHABILITATION AND EDUCATION. This picture of Okello Oscar was taken during the initial assessment. Oscar had delayed milestones in all the stages of his development. He had general body weakness and couldn’t crawl, couldn’t stand without support or walk. At six and a half years of age, this was frustrating to the mother, child and family.
