Currently if you are 15 you can get any moped and use it but by the year 2013 there will be a requirement for some sort of drivers license which I think is ok, but the farts want to increase the age limit to 16. And was later downgraded to a category 1 storm on the 5 grade scale. BUT this does not mean the worst is over since it will pass over warm water again once it enters the gulf of Mexico and hurricanes gain power from warm watter.
