How Do I File a Grievance? A grievance is defined in the SU Bargaining Agreement as a controversy or dispute on the application or interpretation of the terms of bargaining agreement. The Alaskan Public Pension Coalition is an unprecedented partnership of public employee unions and retirement organizations.
