While it uses the Internet and cellular infrastructure when available, it is designed to use direct communication among mobile devices when that is the best way of communicating. Ubiquitous Connectivity: a sharing mechanism and secure protocol for anonymous, delay-tolerant ad-hoc delivery. When most end users use an Internet connection, most of the time, the connection is not carrying packets. We propose to utilize this unused bandwidth for low bit-rate, delay insensitive, low priority traffic that could prove useful for both emergency as well as routine communications. We propose to call this system AllNet, because it is intended to provide networking to all people at all times.

This is a proposal to design and build a secure infrastructureless network, AllNet, leveraging the wireless hardware present in many of today's mobile devices. Individuals will be motivated to participate in this network by a variety of inducements, both selfish and altruistic, which this proposal intends to design and study. If widely adopted, AllNet will provide limited communications in settings where the infrastructure is not available, including for emergencies. Supporting many different incentives.
