Recycling is not optional! Sunday, May 14, 2006. I found something that one may be unaware of. it was a little shocking. Type of Litter /Percentage. Missouri Department of Transportation (MoDOT) survey of Adopt-A-Highway volunteers). I think it all comes down to people being lazy. Is it really THAT hard to throw away trash?
