Toezichthouders vallen onder het beloningsmaximum. Het zal weinigen zijn ontgaan dat op 1 januari 2013 de Wet normering topinkomens (WNT) in werking is getreden. Voor veel publieke en semipublieke organisaties betekent dit dat de bestuurderssalarissen onder de Balkenendenorm (130% van het gemiddelde ministerssalaris) vallen.
