On a new layer, use marquee tool (m). Hold shift while dragging cursor to make perfect circle. When a circle already made, use bucket tool (g). To fill it with white color. You can use any color if u like). And then press Control D. On the circle layer, right click layer and choose blending option. Then click ' mask.

Follow the picture below. And your image will be like. Ok We want to make it little bit blur. Go to filter blur Gaussian Blur. As shown as below. Colour the cloud with your favorite color. Go to image adjustment color balance. Or press Control B. Then try to adjust a tone of color. Image Adjustment Black and white.
