Rocky Mountain National Park. Elk Bugle Corps volunteers serve three basic functions:. Traffic control. Mostly, this means getting people to park where they aren't blocking the road. Sometimes, it's necessary to stop traffic for awhile to let elk cross the road. One badly parked car with driver absent, or a few elk standing in the road, can create a massive traffic jam very quickly. Trees on Bierstadt Lake trail, Sept 20, 2006.
