Implement the Rx Program in Your State. Barriers will slow a child's access to the water, but no barrier is guaranteed to stop a child. The great majority of fatal drownings or near-drownings included a breached barrier. It's very easy to lose track of a child for one minute or more. Establish several layers of barriers to make sure the child does not have enough time to get past all of them. Keep spas and hot tubs covered and locked when not in use. Reduce or eliminate a child's attraction to the water.

Watch children in and around bathtubs, toilets and buckets. A young child can drown in less than 2 inches of water. With adults, take turns being the "water watcher" if you are at the pool, beach or lake. Bring a cell phone with you to pools and other swimming areas to call 911 in case of emergency.
