The 20mph speed limits are not. Advisory. They are legally enforceable speed limits just like 30mph speed limits. The 20mph speed limits are signed by large 20mph signs as you enter an area with a different speed limit and you will see smaller repeaters signs saying ‘20’ as you continue to drive through this area.
