Die Insel Culion mit ihrer gleichnamigen Ortschaft war in der Geschichte als weltweit größte Leprakolonie bekannt. 1622 kamen die ersten Missionare auf die Insel um den christlichen Glauben zu verbreiten. Um sich gegen immer wiederkehrende Angriffe der Muslime zu verteidigen, wurde 1740 das Fort Culion gebaut. 1904 wurde die Insel Culion durch den amerikanischen Gouverneur Wright aufgrund der zunehmenden Zahl an Leprakranken zur Leprakolonie erklärt.
