Chocolate-dulce de leche tart. November 17, 2016. When David mentioned making dulce de leche from condensed milk I decided to try it. I did some research and the recipe I finally used was easy. I poured the milk into a baking dish, covered it tightly with aluminum foil, and baked it in a water bath for 1-1/2 hours.
