Posted Sep 20, 2011 @ 10:32 PM. Norwich police are crediting two veteran police officers with talking down a despondent person found on the roof of a downtown parking garage Tuesday. Members, responded and spoke with the man. They determined he was suffering a medical emergency because of recent family problems, according to police.
