According to the Criminal Justice Sourcebook’s report on juvenile facilities, the state of Virginia has seen a decline in the number of privately run facilities from the years 2000, 2002 and 2004. In the year 2000, only 12 out of 74 of Virginia’s juvenile facilities were privately run. Another reason could be that the juvenile incarceration rates are on the decline.
