The forecasts are presented as the probabilities of 1) above or below normal temperatures and 2) temperature changes from the same month of the last year. The lead time of the forecasts ranges from zero (nowcast) to 10.5 months. Forecasts of heating degree days (HDDs) and cooling degree days (CDDs) are also presented.

It's an Excel macro-enabled template file. Just open it, add your own data and click the REGIME TEST tab as in the figure below.
