This includes abandoned deaf children who can neither hear or speak, yet are left on the streets to fend for themself. Can you imagine yourself living in an alley, sleeping on the ground, eating garbage - all because you are God's special child who no one will help, or listen to, or try? That is exactly how these little children live.
