You have to hold it for awhile until it sticks or it will shift and dry off center. 2) Once it is dry, take the chair outside on a nice day and sand every single part of it. This will remove the grimy top layer and reveal fresh wood. It will also open the pores up for your sealer and primer to sink in. YOU'RE DONE WITH PART ONE!
