There can be little doubt that the permanent social disabilities inflicted upon our neighbors by the criminal justice system disproportionately harm people of color in our community. I have been following the data for several months and I am disturbed by the constancy of the numbers. There were 11,725 charges brought in Durham between April 1 and September 22, 2013. 79% of these charges were issued against people of color.
