Why make it complicated lets have one tax deduction, it will be made up of a national tax, health tax and local tax but you see what really is being deducted and where it is being spent. There is plenty of work to be done at a local level, lets use the energy and skills of people out of work to improve the communities environment, help them start small local businesses and revive community spirit.
