Is a good practice and refactoring code without it is a very dangerous thing to do. It can also be an absolute plus for regression testing and can help create solid, reusable and readable code. In the end I’d always found it hard to actually write code that has some good solid unit tests around it. Are you unit-testing your code? Timing / budget issue.
