TT - Cuba - internet banned?

The former leader of Canada's Simple Answers Party was on the radio this weekend saying we should align our foreign policy to match the US's bizzare obsessions. He said that Cuba had recently banned all internet connections. Does anybody know if there if there is any basis to this story, or something that could be read as a ban given a twisted interpretation?
