The program gave the deaf youth an opportunity not only to work, but to understand the dynamics in working and all that is involved in becoming employed. About DAD-Delphine Alfred Duncan. Delphine P. Duncan, also known as Del, was born in Detroit Michigan. At the age of 2 years old, Delphine became deaf. Attending deaf schools, Del moved from Detroit Michigan, her place of birth to East Palo Alto, California where she attended the California School for the Deaf, (CSD) in Berkley California.
