Smither, an architect in the Public Works Department at the Colombo Municipal Council. He also designed the Colombo Museum. The building work started in 1870. The Town Hall was completed in 1873 and was opened by the Governor, Sir William Gregory. It was built as the main office, chambers and hall of the Colombo Municipal Council.

The Origin of Colombo Street Names. Thursday, December 27, 2012. Why is there a Colombo Street in Christchurch, NZ? Like many street names in Colombo it was named by the surveyors, Capt Joseph Thomas and Edward Jollie, in 1850. Apparently they took the name from a list of Anglican bishroprics in Burke's Peerage.
