We don't all fit in. Perhaps no one does, fully. The Government is the controlling hand of society (unbeknownst to almost everyone except the government). Many of its workers are defects, due to the Defect Repurposing Program. In terms of outfits, Government workers are always seen in a full black body suit, with a helmet.
