Traffic congestion has become a grave problem in Jakarta. It had been predicted that Jakarta will experience total gridlock in 2014. More public transport, an expanded and upgraded road system and better city planning are the solutions in theory. Implementing this theory in a rapid expanding and changing city as Jakarta is not easy. The NCICD-project should provide new opportunities to alleviate the traffic congestion. The 10 million inhabitants of the Jakarta metropolitan area are used to flooding in the rainy season. Sedimentation and waste accumulation, combined with peak river discharges, create occasional flooding in the 13 rivers and canals flowing through the low lying urban delta. Street flooding caused by heavy rainfall is a more common event, as the city struggles to keep the urban drainage system in pace with urbanization. The Great Garuda | National Capital Integrated Coastal Development

The Outer Sea Wall will require investments in the range of several billions US Dollars. By integrating the sea wall with a new waterfront city (a land reclamation of 4.000 hectares) a large part of the investment costs could be recovered. However, this reclamation is in 16 meters deep water and cost recovery is a major challenge. Only a new iconic waterfront city with high quality development, would attract major investors.
