また、これまで熱水鉱床やコバルトリッチ クラストといったその他の鉱物資源についても、経済産業省や独立行政法人石油天然ガス 金属鉱物資源機構 JOGMEC からの委託を受けて調査を実施してきました。 そして、1973年から始まった第3次国連海洋法会議において、1982年12月10日、国連海洋法条約 UNCLOS United Nations Convention on the Law of the Sea が採択され、 深海底資源は人類の共同の財産である と規定されました。 1994年11月16日には、UNCLOSの趣旨に従って、深海底における活動を管理するための組織として、国際海底機構 ISA International Seabed Authority が設立されました。 ISAにおいては、マンガン団塊探査のスキームづくりが検討され、2000年7月13日、マンガン団塊探査規則 Regulations on prospecting and exploration for polymetallic nodules in the Area が採択されました。
