The question is, when will tropical storm-force winds, 35 mph or higher, begin to impact? This assumes Rita will assume its present track, making landfall just north of Galveston Island, and speed. The estimates, of course, are subject to change because the storm appears to be slowing down. All times Friday. Galveston: noon to 2 pm. Clear Lake: 1:30 pm to 3:30 pm. Downtown Houston: 3 pm to 5 pm.
