Report from Proceedings, Reading the Future, Planning to Meet Edmonton’s Literacy Needs. For people with low literacy rates, the world is a very different place than it is for those who read well. Many people with low literacy struggle to interpret the meaning of basic written text. This can cause them great difficulty with reading directions, heeding safety warnings, filling out paperwork, and other basic life actions that people with higher literacy levels take for granted.
