아무도 장애인이 되고자 원하지 않았듯이 장애를 이기고 사회와 자신들을 갈라놓고 있는 저 울타리를 벗어나고 싶어 하지 않는 사람 또한 아무도 없습니다. 이들의 잠재된 능력을 개발하고 기능을 회복시켜 미숙하나마 언젠가 사회의 완전한 구성원으로 살아갈 수 있는 최소한의 능력을 배양. 하는 곳이 홀트타운 입니다. 1961년 아동복리시설로 인가받아 개원. 하였으며, 의료적인 문제로 입양이 불가능한 아동과 신체장애아동 보호시설로 40여년이 지나면서 정원 300명 중 70%이상이 18세 이상의 성인이 되었고, 85%가 정신지체 및 중복장애를 지닌 중증 영구보호급 장애인으로 입소인들의 장애정도에 맞춘, 보다 전문적인 서비스가 필요. 이러한 필요에 따라 1999년 1월 1일, 정신지체인 재활시설인 홀트일산복지타운과 중증장애인 요양시설인 홀트일산요양원으로 분리. 하였습니다 우리는 이 두 시설이 위치한 경기도 고양시 일산서구 탄현동 41-1 일대를 홀트타운이라고 부릅니다.

34개 단체, 400여 명의 정규자원봉사원. 이 등록되어 형편과 능력에 따라 봉사하고 있으며 자원봉사회를 구성하여 조직적이고 효율적인 봉사활동을 전개하고 있습니다. 매월 신규 자원봉사원을 위한 교육. 이 실시되고 연례 세미나와 자원봉사원의 날 행사를 통해 봉사활동의 질적 향상과 회원 간의 친목을 도모하고 있습니다. 성년이 된 해외입양인들은 자신이 태어난 모국에 대한 관심과 함께 사회의 일원으로 도움을 주기 원합니다. 이들을 위한 자원봉사 프로그램을 마련하여 모국에서 머물며 모국을 바로 알고 자신의 뿌리에 대해 이해할 수 있는 기회를 제공하고 있습니다. 한해 20여명의 해외입양인들이 각기 2 3개월씩 머물면서 Activity Center를 지속적으로 운영하고 있습니다.
