I recently heard ex-First Minister, Rhodri Morgan, speak about autonomy and how Scotland was more ready for its parliament because its numerous independent institutions had already created a habit of autonomy within people and institutions, whereas in Wales the opposite was true and so here autonomy has had to be built slowly.
