The Massachusetts Department of Elementary and Secondary Education has awarded contracts for the SESPP to two organizations to jointly implement the program: the EDCO Collaborative and the Federation for Children with Special Needs. Each agency will be responsible for implementing certain aspects of the SESPP. Together, we will ensure that students eligible for the SESPP are matched with knowledeable adults who are willing to act in the role of surrogate parents.

I am a volunteer. As an SESPP volunteer you have the same rights and authority of a parent as outlined in Massachusetts regulations (603 CMR Chapter 28) and the Federal regulations (IDEA 2004). These include, but are not limited to:. Access to all regular and special education records of the student, including all progress reports and report cards. Provide written permission for special education evaluations. Review all education evaluations. Attend all special education Team meetings.

I want to volunteer. Special Education Surrogate Parent. Act on behalf of the student you are appointed to with all of the rights and authority of a parent in matters of special education without the financial responsibility. Meet with and observe the student at school. Review all school records and receive progress reports. Sign evaluation consent forms. Attend education related meetings for the student and be involved in the planning and discussions regarding their special educational needs.
