We propose the creation of. A co-operative Organisation EU PowerNet. Which will own and operate a Europe-covering HVDC Overlay Network; this Organisation is to be owned and governed by the TSO’s from participating States and controlled by the Regulators from those States. Based on our experience we believe that such an Organisation should be based on a Treaty between participating States or on an addendum to the existing EU Treaty.

We hope to achieve that in the future import of 'primary fuels' into the EU for the production of electricity is no longer required. In order to realise this, a EU-covering High Voltage Direct Current (HVDC) Overlay Network is required, which is a widely accepted and promoted concept. The market will be open to all European producers, which will increase competition and innovation. Competition will lead to lower production costs and, through innovation, to ‘green’ production methods.

We seek to serve public interest through a proven concept for co-operative action in the EU electricity market. We have no ties with any Government, company or organisation. When telecommunications via satellite became possible, it required intensive international co-operation to meet market demand. This necessitated telecom operators to work and to invest together, without giving up independency. Based on this experience we are sure that a comparable solution is applicable for the electricity market.
