ORCA allows users to create global topologies of nodes connected via Layer 2 QoS-provisioned links. ORCA offers opportunities for experimentation (on substrate belonging to Cluster D and ExoGENI. And also for developing new resource control and management policies via ORCA plugins. The ORCA default SM (Service Manager) actor installation comes with an XMLRPC controller.
