Well by checking the document it is clearly, YES! AMENDING AND REVISING THE CONSTITUTION. SEC 3 The electors may amend the Constitution by initiative. Today, again in the LA Times you are quoted as saying about Proposition 8 "that it's unconstitutional," which makes absolutely no sense given Article 18.
