Smoke detectors should be cleaned, batteries changed and detectors checked for proper operation every fall. You should clean and check your smoke detectors for proper operation in the spring as well. Carbon-Monoxide detectors are fairly inexpensive. And you should have at least one on each level of your home. They do have a shelf-life of approximately 10 years after installation and must be replaced. Cleaning and battery replacement should be done at the same time as the smoke detectors.
