If you don't want to use git to clone FuelPHP from the github repository, you can download it here. On this page you will find zip files of all official FuelPHP releases. The zip file contains everything you need to get started with FuelPHP. Just unpack it, create a virtual host, point it's document root to the public folder, and off you go!
