Combine water, brown sugars, golden syrup and spices in a medium sized saucepan, stir and bring to heat. Add butter and continue stirring until fully dissolved. Turn out into a large bowl and allow to cool to just over room temperature. Add bi-carb soda and mix well – the mixture should more than double in size. Add flour, mix through, turn out and knead. Put about 2tbsp flour in a pan, season with salt and pepper, and coat the osso bucco evenly in the mix. In bottom of stove-top/oven proof pot add olive oil, onion, garlic and cook until browned. Place osso bucco in the bottom on the onion mix, add peeled tomatoes, carrot, celery, stock and wine. Add bay leaves, lemon zest and cover.
