This is a mess. Just in from the. A state panel on Friday deadlocked over a rule change that would have let state workers be laid off up to 20 days if there is a government shutdown. The 2-2 vote of the bipartisan Civil Service Commission drew a standing ovation from state employees and complicated efforts by Gov.
