Wayne County, North Carolina. Saturday, March 24, 2012. As of Friday, March 23, the Wayne County Board of Elections had recorded the receipt of 371 signed de-annexation petitions for a percentage of 77.9 returns of deliverables. In all likelihood, there will be legal challenges to a few of these, but I believe a very high percentage will be certifiable as valid and we should be well above the 60% threshold. Wayne County, North Carolina. Wednesday, July 27, 2011. Because Wayne County is one of forty in North Carolina which falls under the Voting Rights Act of 1964, the Wayne County Board of Elections had to delay mailing our de-annexation petitions until they get a preclearance to do so from the US Justice Department. Therefore, Phase 11 property owners will not receive de-annexation petitions until some later unknown date. At this point in time, we do not know how long the preclearance process will take.

Seventy-two representatives voted for the bill, and that is the exact number needed to override a veto, so we are hopeful that the bill will stand as law and change the annexation statutes to provide for a vote of the citizens on future proposed involuntary annexations.
