Seeking the Highly Qualified. Monday, July 9, 2007. We are beginning to face a crisis in teaching- Where are the highly qualified? The NCLB act requires that teachers must meet a certain criterion if they want to keep their jobs. Many students are struggling to pass the Praxis while second career teachers need to jump through hoops in order to get a teaching job. So what happens when we find this so called highly qualified teacher? Are they supported by administrators when there is a problem?
