Green County Defending our Farmland. What’s a CAFO? In July a Nebraska businessman named Todd Tuls announced plans to build Pinnacle Dairy, a 5,500-cow CAFO in Green County’s Sylvester Township. A 5,500-cow operation would be almost 50 times bigger than the size of the average Green County Dairy Herd. Green County Defending our Farmland. What’s a CAFO? Green County has some of the most vulnerable groundwater resources in the state. In late 2016 the Green County Board voted to fund a comprehensive groundwater study to help local officials, residents and business owners better understand conditions that make our groundwater vulnerable to pollution. The year-long study will result in data and detailed maps for land-use planning, management decisions and natural resource monitoring.

What’s a CAFO? 2016 a 10-member team of volunteer scientists presented the Sylvester Town Board with a 130-page report detailing the significant risks to human and environmental health posed by CAFOs in Green County. It took 3 months to compile and analyze the data presented in the report. February, 15 2016 After considering both reports, the Town of Sylvester adopted an ordinance on February 15, 2016 titled. Green County Defending our Farmland. What’s a CAFO? What are the laws? Under the Clean Water Act, federal laws establish minimum standards for the regulation of any activity that causes water pollution, including the establishment of a CAFO. The Environmental Protection Agency has delegated responsibilty for regulating Wisconsin CAFOs to the Wisconsin Department of Natural Resources. Wisconsin’s DNR requires that CAFOs have an approved Wisconsin Pollutant Discharge Elimination System (WPDES) permit.
