The Halifax Assistance Fund - Programs. Between 1970 and 2006, the Halifax Assistance Fund was perhaps best known for its Food for Thought program in many Halifax schools. Before the Nova Scotia government began funding school breakfast programs in 2006, the Halifax Assistance Fund invested over $1.5 million in providing milk, cookies and apples to students in ten city schools where many would have otherwise gone to class hungry.
