These poor standards are not only relevant in camps, but in other areas for displaced people such as refuges and IDP camps. With so many people in such a small area and so few resources, it is easy for disease and death to get out of control. The whole book discusses who civilians are, what is often done to them in war, and what the different anti-civilian ideologies are.
