This Site: Howe Township. Howe Township is located in Perry County, Pennsylvania, just above Harrisburg along the Juniata River. US Routes 22/322 runs through the township and is a primary route from the State Capital of Harrisburg to State College, home of Penn State University. Howe Township was the last township to be created in 1861, for Perry County. It was originally part of Greenwood Township, then Buffalo, and lastly, Oliver Township.
