Act 141 and School Financial Recovery at a Glance. The Commonwealth of Pennsylvania declared the Harrisburg School District to be in severe financial distress and appointed Gene G. Veno. To serve as CRO to improve academic performance and bring financial stability to the district on December 12, 2012. The state Secretary of Education appointed the CRO under the provisions of Act 141, which required the District to accept his appointment; the School Board voted to accept the CRO.
