About Rachael’s First Week. Rachael’s First Week is a program dedicated to the protecting the lives of high school seniors and college freshmen as they transition into young adult women and men. The Family and Youth Services Bureau wants to spread the word about the Indiana Lifeline Law. This law provides immunity to minors for certain alcohol-related offenses if they seek help in a medical emergency or report a crime. Just call 911 immediately, stay and cooperate.
