Obviously, a free press is not achieved simply through the absence of official regulation, and even when achieved, does not necessarily lead to a just, free or democratic society. Part of the reason for this is that there is no consensus in the Philippines, either among the members of the press itself or the public, regarding the role the press should be playing in Philippine society.
