현행 방송법상 퍼블릭 액세스란, '시청자가 직접 제작하는 프로그램', 혹은 '시청자들의 자체 제작 프로그램'을 뜻한다. 시청자가 직접 방송 프로그램을 제작, 방송함으로써 주류 미디어에 대한 비판적 성격을 지니며, 표현의 자유 확대와 미디어 교육 정착에 기여할 수 있는 새로운 방송 영역이다. 매스미디어가 거대화, 독점화 됨에 따라 언론의 자유가 언론미디어를 소유하거나 지배하는 소수 계층이나 집단의 자유로 전락하였고, 이에 따라 일반 시민들의 언론의 자유를 보장하기 위해 제기된 것이 미디어 액세스권이다. 이 같은 배경에서 퍼블릭 액세스는 주류 미디어에 대한 대안언론, 대안문화로 전 세계에서 주목받고 있다. 지역공동체 TV, 개방 채널. 60년대 캐나다의 지역주민 비디오운동. 70년대 미국 케이블TV에서 제도화. 미국 : 케이블 TV로 정착, 위성으로 확산. 유럽 : 개방채널과 미디어 운동의 지속적 결합. 라틴 아메리카 : 제 3 영화를 이은 공동체 TV의 발화. 정부의 적극적 지원 아래 진행되고 있는 ...

시민방송은 시민사회의 가치와 의의를 구현하는 퍼블릭 액세스 방송으로서 참여 · 접근 / 다양성 / 자기표현 · 소통 / 독립성 / 민주주의 · 자율성 등 시민참여방송 운영에 필수적인 5대 핵심 가치를 바탕으로 다양한 시청자참여프로그램을 편성하고 있다. 1) 참여 · 접근. 성별, 나이, 국적, 인종, 민족, 문화, 지역, 종교, 성 정체성, 정치·사상, 사회·경제적 지위 등의 이유에 따라 어떠한 차별과 제한을 받지 않고 누구나 방송에 참여할 수 있다. 일반 개인, 사회단체, 공동체 등이 방송프로그램을 원활하게 생산할 수 있도록 각종 방송 장비와 시설을 개방하여 쉽게 접근하고 사용할 수 있게 한다. 영상콘텐츠 기획·제작 능력이 없거나 부족한 사람들의 방송 참여를 보장하기 위해 기초 미디어교육 프로그램을 제공한다. 방송의 참여와 접근이 어려운 사회 소외 계층을 직접 찾아가서 프로그램 제작에 필요한 각종 자문 및 미디어교육 등을 제공하고 지속적으로 액세스할 수 있도록 지원한다. 미디어의 민주적 권리 확보...

2016 시청자 참여 프로그램 공모 안내. 시민방송 RTV는 2016년 위성방송 시청자 참여프로그램 운영 채널에 선정되어. 4월부터 11월까지 35주간 매주 금요일 밤 12시 시민, PD가 되다 를 통해 방송될. 시청자 참여 컨텐츠를 공모합니다. 공모 및 방송 기간 : 2016년 4월 1일 11월 30일(35주간). 신청 자격 : 방송을 본업으로 하지 않는 개인 및 비영리단체. 신청 서류 : 시청자참여프로그램 방송 신청서 및 서약서, 개인정보 수집 및 이용 동의서. 단체의 경우 비영리 민간단체 증명 서류 제출). 공모 프로그램 컨텐츠 : 신청자가 직접 제작한 다큐멘터리, 단편영화 등 자유 장르. 행사 스케치, 토론회, 공연, 인터뷰 등을 단순 나열한 프로그램은 채택되지 않습니다. 편당 길이 1분 이상 25분(25분 이상 컨텐츠도 공모 가능하지만 채택료는 25분까지만 지급). 저작권 및 심의규정에 위배된 컨텐츠는 채택되지 않을 수 있습니다.
