Friday, July 21, 2006. 建議對業界產生的直接問題，是在港經營電子商貿的企業，必定會面臨經營成本增加，本地生意可能因為稅項而減少，更要面對免稅的海外 包括內地 進口競爭，不難想象有電貿企業可能搬離香港，以達到 沒在港經營業務 條件， 投資推廣處. 文件指 海外地區對透過互聯網及以傳統方式進行的業務，一般以相同方式處理 ，此話不實，例如美國聯邦政府一直反對向電子貿易徵收銷售稅，這也是眾多國際機構如世銀、聯合國貿易及發展會議等的立場，理由是電子貿易仍處萌芽階段，不宜殺雞取卵 即使在州政府層面，對電子交易的銷售稅也只限本州內客戶收取，不少還在試行階段，因為問題太多了 部份企業更搬到較細的州運作，香港若引入商品及服務稅後，也可能令部份企業撤退至內地或澳門。 政府在這次諮詢之中，已經沒有再提及 結構性赤字 ，因為香港經歷的赤字不是結構性的，政府也強調開徵商品及服務稅並非為了增加收入，既然如此，真正有迫切性研究的，反而應該是坐擁 4400.
